The situation
Listed prices were not the price paid. Integrity was judged from brochures. Nobody could say what a given requirement actually cost, or which holders of unsold credit might accept less.
What we built
The engine reads public venues without an account, computes the cheapest fill at the all-in price and grades each project from registry evidence, showing every signal. It re-runs the order with one rule loosened at a time to price each requirement, pulls executed trades of matching credit and drafts the quote requests. Nothing is bought and nothing is sent except by the buyer.
